Import of non-vaccinated dogs, cats and ferrets under 3 months of age
The Danish Veterinary and Food Administration may, upon prior application permit the importation of dog, cat or ferret that is under 3 months and not vaccination against rabies under the following conditions:
For application the Danish Veterinary and Food Administration has prepared an application form - La 23,0-2059 (PDF).
The application form can be completed online and must be printed and signed and, subsequently, submitted to the local Veterinary Control Office.
Besides the application form Veterinary Control Office must also receive a completed and signed declaration from the breeder of animal in question - La 23,0-2360 (PDF). The declaration from the breeder may also be completed online and is in Danish and English.
Both documents may be forwarded electronically (eg. scanned), but it should be clear that the documents are signed in a different color to the printing.
Please note that the e-mail must not exceed 10MB or it will not arrive. In such cases it is recommended to send the relevant information in several e-mails, per. fax or with regular mail.
If faxed the original documents must subsequently be forwarded so it clearly can determined that the signature in a different color to the printing.
Finally, they can be forwarded with digital signature. However, the sender of the e-mail with digital signature be identical to the applicant.
Since it may take a certain time to consider the case, the Danish Veterinary and Food Administration recommends that the application is submitted in due time, preferably at least 30 days before the requested time of import.
In the application form and breeder declaration the following information is given:
- The animal's species, date of birth and gender.
- The animal's ID number and Passport / Certificate No. (may be submitted later on, however the information must reach the Veterinary Control Office not later than 1 week before the requested date of import).
- Place og requested date of import.
- Name and address of the applicant.
- Name and address of the breeder.
- Name and address of the person in charge of the animal during the transport, if not the applicant. (Please note - can not be a business specializing in animal transport).
- That the animal was born and raised on breeder's address and it will be held at the same address until its import into Denmark.
- That the animal during the entire period from birth up to the import have not been and will not come into contact with animals that may have been exposed to rabies infection.
If rabies is present in the country from which the animal originates a signed statement from the country's veterinary authority on rabies freedom the past 6 months within a radius of 50 km from the place where the animal was born, raised and remained until the introduction into Denmark is required.
Special rules for animals from Ireland, Malta, Sweden or the UK
Animals coming from Ireland, Malta, Sweden or United Kingdom may be imported without prior application for admission. This is because these countries have special status in relation rabies and the Danish Veterinary and Food Administration therefore, has considered that it is safe to introduce dog, cat or ferret from these coutries.
The following conditions must be met:
- The importer must have address in Denmark.
- The animal must be under 3 months at the time of import.
- The animal must be accompanied during the transport by its new owner or an actual person acting on behalf of the owner.
- The animal must not be intended to be subject to sale or transfer of ownership.
- The animal must have an ID under the provisions of Regulation (EC) 998/2003.
- The animal must be accompanied by a valid EU Pet Passport, where, however, information about the rabies vaccination is not completed.
- The dog, cat or ferret must come from Ireland, Malta, Sweden or United Kingdom (Annex II, Part A to Regulation (EC) 998/2003.
- Under the transport to Denmark, the animal must, in addition to an EU Pet Passport, be accompanied by a special declaration from the breeder - La 23,0-2358 (PDF).
- Imports must be made directly to Denmark. This means that the animal can not pass through other than the 4 countries mentioned.
Puppies that are sold, purchased or imported must be at least 8 weeks old
In Denmark it is not permitted to sell, buy or adopt puppies that are younger than 8 weeks (The Ministry of Justice´'s decree on the transfer of puppies).
You may, however, apply for permission for importation of puppies that are younger than 8 weeks on the following conditions:
- The applicant (importer) must have address in Danmark.
- The puppy must accompany its mother, which it still depents on.
- The puppy and the bitch must be accompanied during the transport by its new owner or an actual person acting on behalf of the owner.
- The puppy and the bitch must have an ID under the provisions of Regulation (EC) 998/2003.
- The puppy and the bitch must be accompanied by an EU Pet Passport (EU country) or a veterinary certificate (third) where, however, information about the rabies vaccination is not completed for the puppy.
- The puppy and the bitch must not be intended to be subject to sale or transfer of ownership.
- The dogs come from a country listed in Annex II to Regulation (EC) 998/2003 (Please note - exceptions for animals that come from Ireland, Malta, Sweden and United Kingdom).

You can not applye for the entire litter in one application / one breeder statement. The application/declaration must be completed for each puppy separately. Please inform in connection with submitting of the application that this is a litter of puppies younger than 8 weeks accompanying their mother.

Dogs, cats and ferrets over 3 months
All dogs, cats and ferrets that are older than 3 months at the time of import must be vaccinated against rabies according to the EU rules. Permission to import unvaccinated animals that are older than 3 months is not granted.

Permission to importation of unvaccinated dogs, cats or ferrets under 3 months in connection with holiday in Denmark is not granted.
What are the rules for carrying out puppies or kittens abroad?
